Walden Proposes Legislation Requiring No Bail for Dangerous Offenders

The proposed bill is modeled after federal standards.

NEW YORK (August 29, 2025) – Today, Integrity Party candidate Jim Walden called on the New York State Legislature to pass a new law specific to dangerous and career criminals. The legislation he drafted is called the Career Offenders Bail Reform Act (COBRA). Modeled after federal law, COBRA mandates the pretrial detention of violent and recidivist offenders in some circumstances, while creating a rebuttable presumption of detention in others. COBRA will keep dangerous offenders in jail during the pendency of their criminal cases and keep communities and police safer.

About the legislation, Walden said:

“The pendulum has swung much too far with bail ‘reform,’ which has proven to be a disaster for communities and a boon for criminals. Albany’s prior attempts to fix the problem did not work. If we care about safety, the federal standard — requiring that offenders posing a ‘danger to the community’ be held in pretrial detention — provides it. In some respects, COBRA is tougher than federal law and will do a better job at keeping New Yorkers safe, including our brave police officers. The time for coddling dangerous criminals should come to an end.”
